Does Google only count backlinks that appear in Search Console?

Do you think that Google is only considering backlinks that are showing up in GSC?

No. They've said themselves that they do not list every single backlink there, and they aren't the only ones they take into account in the algorithm.

No. Furthermore, GSC only shows up to 1000 referring domains. Authority sites have 10s of thousands of RDs that don't show up in GSC but obviously provide link juice.
