How about some cheap guest posts to aim at your nice Tier 1 links to add some juice and anchor text sculpting?
I'd look for the gigs that have the huge upsells that actually make them valuable and let Fiverr supplement some of the cost. Most of the $5 only gigs are trash when related to marketing or SEO.
