How Do You Rank For Local Traffic?

So I decided to take on the challenge of helping a friend of mine that owns a pretty successful mobile painting business with creating a great website. The design part is easy so I'm good there. However, what is the best way to get the page to rank in Google to generate local traffic?

A few things I know already:
1. Registering the site with all major local directories: Yellowpages, yelp, ect
2. Titles should include the city your targeting
3. Collect emails when you do service customers to create a mailing list (the money is in the list)
4. Social Media will be huge including google+ places

Any other ways to generate page ranking for local traffic including keyword strategies and traffic leaking would be greatly appreciated.
 
Citations is really key. Also depending on what their market is you can do the following
- Read this blog post http://magistrateinc.com/local-landing-pages/
- Yelp ( Think of it as a local search engine.) You need to optimize that shit and get reviews.
- Craigslist posting. This depends on their type of clients and what not. Doesn't always fit every business.
- Find local city facebook pages and hit them up for posts or what not?
 
There are a ton of online business listings that most people don't know about. You should grab as many as you can over time. DirectoryBug.com offers this as a service.

You need to have solid On-Site optimization. I believe there's a solid guide on that on this forum.
