What do people mean by creating new ad accounts for Facebook (after suspension)

I do not do any advertising but have often toyed with the idea of buying traffic. One thing I commonly hear is how your Facebook (or Adwords for that matter) account gets suspended for violating various terms, and you just create a new account and move on.

What do people really mean by that?

Do you simply sign out of one account, and create a new account?
Do you have to use separate browsers, computers, etc. in order to not be detected?
Do you have to get a new credit card since the old one is tied to the banned account?

How does it all work?
 
Pretty much all of the above, depending on the severity
 
The best is if your ad spend is more than (some amount) not sure how much it is, but big spenders have exclusive ad/account support. They can tell you a bit more about what to be careful next time etc. Of course that's pretty limited what can they can tell you, but it helps.

Last few years it was getting much harder to make a new account and not getting detected. Try to not violate terms (i know it can be hard. Especially FB is like rolling a dice if you'll get penalized.)
