What is CC9?

I was reading this https://www.buildersociety.com/threads/stop-fucking-around.525/ and someone was referncing "CC9." I tried searching for it and couldn't find it. Or maybe I am idiot and don't know how to use the search bar correctly. Either way, any ideas?

Its the CCarter "Nine". It refers to the people who were invited to his Traffic Leaks Boot Camp and given lessons and guidance by him.
