Where to go for Non-English Writers?

I'm translating a site from English to 20 other languages. Where can I find writers? I don't need translators. I need actual writers. Translating is a passive activity whereas writing is active. A translator can't do a writer's job.

So, for example, in Spanish, I'd need articles like "US Immigration Rules for Mexicans" (or whatever it is in Spanish) and, in Lithuanian, I'll need articles like "US fiancé Visa" (or whatever it is in Lithuanian).

And, yes, I know about UpWork, PPH, and Freelancer. If you have any other resources, that'll be great.
 
We have a client that does translations. If you want to get it done in English and have it translated, that could be a good route to take. PM me if you want his contact info.

About your example, in Spanish, "US Immigration Rules for Mexicans"...
Rules could translate as reglas, normas... I'd use better use the second one.
 
can refer a pretty good english to spanish translator if you want :D
