It's super easy like you say:

• Citations (don't pay more than 30$ for ~250 of them)
• Press releases (works fucking great)
• Map reviews (pay someone 5$ per review on the street)

A new buzz is around faking someone walking to your location. So you ask someone in the street if they can put in your business on Maps, then walking to the location via Maps directions. No idea how good of a signal this actually is though.
